Editor's note:
Continue to optimize the asset structure, clarify the blueprint for development planning, and focus on improving quality and efficiency ... Since its establishment in 2001, CR Power has gradually developed from a thermal power plant with only two 300MW units to an integrated energy supply and service company with a total asset of more than USD200 billion and installed capacity for power generation operation equity of 37438MW (as of the end of 2018). Relying on high-quality project construction, operation and management, it has steadily moved forward in the highly competitive energy and power industry.

After entering the new era, the growth of traditional business such as coal and coal power can no longer meet the transformation and upgrading of the power industry and the development needs of enterprises. As a performance benchmark for China's power companies, CR Power divested its coal assets located in Shanxi in 2018, and moved towards a new strategic direction of "world-class clean energy company trusted by the public and preferred by clients".

Through deepening lean management and continuously improving economic and technical indicators, in 2018, the average utilization hours of CR Power's coal and wind power reached 4976 hours and 2314 hours, respectively, 615 hours and 219 hours higher than the national average levels. While maintaining its leading position in its advantageous fields, CR Power has never stopped its efforts to optimize and improve its industrial structure. In 2018, CR Power vigorously developed clean energy, deeply researched on energy saving and emission reduction in coal power, used technology to lead innovation and development, responded to the demand for power reform, coordinated the layout of electricity sales business, and explored smart energy, combining corporate development strategies with national development requirements, and showing its mission and responsibility fulfillment as a central enterprise.

Vigorously developing clean energy

With the society's attaching of greater importance to the requirements of ecological environmental protection, and the repaid development of clean and renewable energy, power generation costs are rapidly decreasing. CR Power has actively responded to the country's call for building a "beautiful China" by vigorously developing clean energy business, with the proportion of clean energy constantly increasing.

In 2018, CR Power had wind power and photovoltaic capacity of 1187MW and 173MW newly put into operation. As of the end of 2018, the installed capacity of CR Power's wind power, photovoltaic, hydropower and gas distributed generation and other clean energy right reached 7623MW, accounting for 20.4% of the company's total operating right installed capacity, up 3 ppts from the previous year.

CR Power's wind power installed capacity is mainly concentrated in regions along the UHV lines in Guangdong, Shandong, Hubei, Henan and Inner Mongolia. In 2018, CR Power's onshore wind power approved capacity was 3258.8MW. In May this year, CR Power's wind power grid-connected capacity exceeded 8000MW.

Clean, low-carbon wind power has not only become a new profit growth point for CR Power, but also a means and bridge for it to fulfill the responsibility of central enterprises and help the development of poor areas. In recent years, CR Power has carried out wind power poverty alleviation work in Zaoyang, Hubei, Qingyuan, Guangdong, Cangwu, Guangxi and other places. As of the end of 2018, the capacity of signed wind power projects for poverty alleviation was about 1290MW.

Zaoyang City is an old revolutionary area and a poor area in Dabie Mountain, Hubei Province. There are 77 key poor villages in the city, with poor natural conditions, overloaded population, and lagging transportation infrastructure. Due to the location in a deep mountain, remote road, and high cost of setting up power lines, the use of electricity has become a huge problem facing the villagers. In 2016, CR Power signed the Zhaoyang Bailu Wind Power Project Investment Framework Agreement with the People's Government of Zaoyang City. While developing the company itself, CR Power has gradually solved the plight of poor villages in Zaoyang through wind power poverty alleviation. The wind power project provided a large number of jobs for local villagers, and the transmission lines leading to the villagers' homes successfully solved the power use problem of some mountain villagers. In 2018, CR Power reached an agreement with the Zaoyang Municipal Government again to jointly build and operate a Zaoyang Pinglin Phase II wind power project 20MW to further improve the lives of local villagers.

With the rapid development of onshore wind power, along with the advancement of offshore wind power technology and the decline in wind power development costs, offshore wind power has gradually entered a new stage of large-scale development. CR Power will also cooperate with many parties in Guangdong, Shandong, Zhejiang and other places, give full play to the advantages of all parties, expand the development of offshore wind energy, and tap more options for the development of clean wind power. At the end of 2017, CR Power and CR Guoxin acquired a 30% stake in the UK's Dudgeon offshore wind power project, breaking the zero records in CR Power's overseas business and filling the gap in CR Power's offshore wind power business.

In addition, CR Power has focused on load centers in the central, eastern and southern regions, used gas and biomass as the driving force for distributed energy development, and actively developed distributed energy projects. Distributed energy has the characteristics of high utilization efficiency and high supply reliability. Through energy cascade utilization technology, it can achieve multi-dimensional goals of high efficiency, energy saving and environmental protection.

It is understood that CR Power will invest approximately HKD 13.7 billion in 2019 for the construction of wind power, photovoltaic and hydropower stations. In the next step, CR Power will take multiple measures to develop onshore wind power in the middle, east, and south areas; develop high-quality wind power at the UHV transmission side in the "Three Norths" regions; explore high-quality coastal resources and develop offshore wind power in the best way; make complementary and accurate development of distributed photovoltaics by relying on multi-energy; expand high-quality resources with good light resource conditions and reasonable UHV transmission distances.

Continuing to dig deep into energy saving and emission reduction for coal power

The coal-fired power plant is the starting point for CR Power. Over the years, CR Power has been digging deep into energy saving, emission reduction and quality and efficiency improvement for coal power, maintaining industry-leading operational efficiency.

In 2018, CR Power invested a total of RMB1.283 billion in the technological transformation of energy conservation and emission reduction for coal power to promote ultra-low emissions and energy saving transformation of coal power. As of the end of 2018, a total of 24443MW coal-fired power units under CR Power had completed ultra-low emission installations, accounting for 98% of the installed capacity of coal power rights. The sulfur dioxide, nitrogen oxides, and soot emission rates were reduced to 0.08 g / kWh, 0.13 g / kWh and 0.01 g / kWh respectively, and the net standard coal consumption rate was as low as 299.54 g / kWh.

Ultra-low emissions are coming to an end, but energy saving and efficiency enhancement for coal power are endless. CR Power has combined responsibility with innovation, actively participated in waste disposal, continuously improved resource utilization efficiency, and at the same time enhanced the company's operating efficiency.

With the continuous expansion of cities, urban sludge has become a major problem that plagues municipal construction. It, if not handled properly, can easily cause secondary damage to the ecological environment. CR Power, not afraid of the difficult development and construction of the project in the early stage, has conducted sludge-coupled power generation in multiple places. On October 12, 2018, CR Power, CR Cement and Shenzhen Municipal Water Affairs Bureau signed a cooperation agreement to jointly promote the sludge coupled power generation project of CR Haifeng Power Plant and the collaborative disposal of sludge project of CR Cement. So far, 13 power plants under CR Power have participated in municipal sludge blending combustion treatment, and a total of about 400,000 tons of municipal sludge was burned throughout the year.

In addition, CR Power Henan Jiaozuo Power Plant constructed four steel ash tanks of 50000 cubic meters and one fly ash bulk storage of 600 cubic meters to further process the furnace bottom slag into fly ash, and sell it as a by-product to recycle industrial wastes. Hebei Cangzhou Thermal Power Plant used the intermediate water advanced treatment project constructed in the initial stage of the plant construction, and used more than 8 million tons of recycled water from the sewage treatment plant each year, and indirectly saved about 85 million tons of raw water consumption.

In terms of improving the efficiency of coal-fired power generation resources, carbon emissions is always the inevitable "original sin": the carbon dioxide produced by fossil energy consumption accounts for 57% of global greenhouse gas emissions, which poses a serious challenge to human survival and development. Carbon capture, use and storage (CCUS) technology is currently the only important technology to achieve large-scale greenhouse gas reductions while continuing to allow the use of fossil fuels.

In May this year, the CR Haifeng Power Plant CCUS test platform project was put into operation. The platform is based on #1 Unit of the CR Haifeng Power Plant, and consists of a flue gas pretreatment system, an amine absorption method and a membrane separation method carbon capture system, a compression purification system, and the supporting electrical and thermal control and auxiliary systems. It is the first multi-threaded international carbon capture test platform in Asia for coal-fired power plants. After the platform is completed, it can capture about 20,000 tons of carbon dioxide every year, and will be used in the first domestic carbon dioxide offshore storage safety and leakage monitoring research project, which will make a positive contribution to promoting the national ecological civilization construction and coping with climate change.

On April 25 this year, the first million-kilowatt ultra-supercritical coal power unit in Hebei Province - #3 Unit of CR Power's Caofeidian Power Plant passed a 168-hour trial run and went into production smoothly. The designed net coal consumption rate was below 263 g / kWh, making it the coal power unit with the lowest designed consumption rate in the world.

In the future, CR Power will continue to implement the policy of "one strategy for one plant", keep a refined inventory, improve the quality of coal power assets from multiple dimensions, including management optimization, technological transformation, technological innovation, model innovation, and strategic cooperation.

Technology innovation leading transformation and development

Regardless of coal power, wind power, or various new energy utilization systems, to obtain a satisfactory return on investment and achieve sustainable development, strong technical strength is necessary. CR Power attaches great importance to technological innovation, continues to promote the construction of benchmark power plants and smart power plants, and uses advanced concepts and technologies such as big data and cloud computing to create an excellent operating system and promote high-quality development of the company.

In order to improve the overall scientific research and innovation capability, CR Power has integrated its related design, research and development, intellectual property and other related departments to create the CR Power Technology Research Institute. At present, CR Power Technology Research Institute has a sound scientific research organization system, forming an effective support for new energy and coal power business. In 2018, CR Power invested a total of RMB197 million in scientific and technological research and development, and achieved fruitful results in intellectual property and major technological transformation. As at the end of 2018, CR Power has applied for 864 patents accumulatively, and its scientific and technological achievements has won multiple awards in the industry.

In terms of clean energy construction, during the wind turbine foundation and wind turbine lifting process, CR Power Shenxian Dongfeng Power Plant innovatively adopted a self-made "mouth-shaped" profile steel working platform, which combined the wind turbine blades into one via bolts, and performed separate shipping after use. This innovative technology has not only promoted the smooth progress of hoisting, but also reduced the temporary floor space during the construction process, minimized the logging of forestry resources, and realized the harmonious development of green development and ecological protection.

In the field of centralized control of operation and maintenance, CR Power has developed a thermal power centralized surveillance and analysis expert system (CSASS), which has provided a complete set of big data solutions based on thermal power generation, and provided relatively complete functions for actual thermal power production and operation from the aspects of reliability, economy and flexibility, integrated into the actual production and achieved initial results.

In coal power technology transformation, CR Power Hunan Power Plant creatively changed the design coal type of #1 Unit W-flame boiler from anthracite to bituminous coal through adaptive adjustment of the area and layout of the boiler fire zone, and combined with SCR ( selective catalytic reduction method), which overcome the obstacle that the main equipment cannot be dismantled and achieved ultra-low emissions. Its technical route and practical experience have provided a new technical path for the W-type flame boiler to achieve ultra-low emissions and energy conservation and emission reduction.

Safety is first for the power industry, and safety must be secured in efficiency improvement. In the field of safe production, CR Power has not reduced its capital investment and technical support. CR Power has developed a "Runjishi" intelligent security management and control system. The system, by using big data, artificial intelligence, and the Internet of Things, provides tailor-made intelligent security incident emergency treatment solutions to continuously ensure the safe operation of power facilities and equipment. In 2018, CR Power invested RMB312 million in safety production, with four new NOSA five-star units.

In promoting the company's transformation and development, CR Power has actively responded to the needs of the national power system reform, and has established 25 provincial-level power sales companies throughout the country, achieving full coverage of strategic regions. Among them, 18 electricity sales companies directly participated in regional market electricity trading. Through bilateral negotiation, platform bidding, and other methods, their annual electricity turnover was 67.38 billion kWh, releasing reform "bonus" to electricity users. At the same time, it has actively developed an intelligent cloud platform to provide effective support for the current management of the electricity sales business, laying the foundation for future data and intelligent trends.

With the continuous deepening of the country's supply-side reforms, CR Power has actively explored energy efficiency services and provided comprehensive forms of smart energy services including distributed energy, incremental distribution of networks, and ship shore power from the dimensions of efficient energy supply and smart energy use. In 2018, CR Power, in combination with its own comprehensive energy business advantages and the regional power market conditions, created the "Ningxi" brand of electricity sales and smart energy, and built a smart energy cloud platform to guide companies in rationally using electricity and saving electricity to achieve energy saving management and green energy use. CR Power is continuously exploring on the road to becoming an integrated energy service provider.

2019 is still a year in which challenges and opportunities coexist. CR Power will continue to increase investment and optimize layout in areas rich in renewable energy resources, realize large-scale development and efficient use of new energy resources, and give play to corporate advantages in new energy development, smart cities and smart energy construction, and distributed power sources, accelerate the pace of transformation and innovation and quality development, and move towards the vision of a world-class clean energy company trusted by the public and preferred by clients.
