According to the traditional idea of "exploring wind power in the mountain", the northern Henan area is not cut out for developing wind power projects. However, CR Power's Neihuang wind power project has thought outside the box and set a precedent for large-scale development of wind power in inland plain areas through practical verification.

Think outside the box
Since the completion of the preliminary distribution of wind power in the coastal and "three northern" regions in 2009, CR Power has started to distribute its wind power business in Henan by successively developing and completing a number of wind power projects in the mountainous areas in the southern part of Henan province, which has effectively improved the regional energy structure and eased up the lack of regional power supply sites.
Entering the middle and late period of the 12th Five-Year Plan, with the continuous tightening of national land, forestry and ecological policies, the available mountain wind power resources in Henan were becoming increasingly limited. How to find a new way to sustainably support the transformation of the local energy structure has become a problem that CR Power could not steer clear of. At this time, CR Power turned its eyes to the northern Henan plain.
The northern Henan plain is located in the north of the Yellow River and is of a typical alluvial plain landform. According to the traditional idea of "exploring wind power in the mountain", the northern Henan region is not suitable for developing wind power projects, and there is no precedent for large-scale development of wind power projects in inland plain areas in China. But we thought otherwise. Through a macro analysis of topography and geomorphology, we found that the northern Henan plain is located in a narrow mouth formed between Taihang Mountain and Yimeng Mountain. Based on this, we boldly inferred that there must be wind at the height of 100 meters in the northern Henan plain where the north-south monsoon prevails.
To verify this inference, we have set up a 100-meter-high anemometer tower within the area of Neihuang. Wind measurement data showed that the annual average wind speed in the area is only 5.42m/s. According to the calculation of the mainstream wind turbines at that time, the wind resources in the northern Henan plain did not meet the conditions for development. However, we believed that with the development of low wind speed and high tower drum wind turbine technology, the wind resources in the northern Henan plain are certainly worth of development. Then, we took the lead in making the strategic layout in the northern Henan plain. In June 2014, CR Power and Neihuang County People's Government signed the wind power project development agreement.
With the advent of low wind speed and high tower drum wind turbines, the average equivalent full-load power generation hours in the northern Henan plain reached more than 2,000 hours through several simulation calculations, which fully verified the accuracy of the judgment and broke the conventional thinking of "poor wind resources in the plain area". In April 2016, CR Power's plain wind power project in Neihuang was included in Henan Province's annual wind power development and construction plan and approved by Anyang Municipal Development and Reform Commission. Since then, CR Power has opened a new chapter in plain wind power.

Create "CR Speed" in the history of wind power construction
To realize a great dream, we must pull off a great project.
The Neihuang Runfeng Wind Power Project plans to build two 220-kV substations and install 200 2-MW wind turbines with a total installed capacity of 400 MW, covering an area of about 400 square kilometers. It is CR Power's largest single wind power project in China.
As the first large-scale plain wind farm in China to be located in a densely-populated inland area, we were faced with unprecedented challenges in the history of wind power construction such as reconnaissance of 400 square kilometers of, construction of 200 wind turbines, coordination of 111 administrative villages, management of 56 construction units, and unprecedented environmental protection requirements for cities along the Beijing-Tianjin-Hebei corridor.
The staff of CR Power participating in the construction did not fear hardships and fought bravely to overcome the difficulties and problems one by one in the construction process. In July 2016, the project passed the investment consultation. In March 2017, the booster station broke ground. In July 2017, the first wind turbine concrete pouring was completed. In October 2017, the first wind turbine was successfully hoisted. In November 2017, CR Power's first 140-meter wind turbine was successfully hoisted in Neihuang. In December 2017, it obtained the notice of grid connection and the power business license; In December 2017, the first batch of wind turbines were connected to the grid. In the end, CR Power’s and even then China’s largest single wind power project realized construction-starting and grid connection in the same year, creating another "CR Speed" in the history of wind power construction.
Scientific planning
Leading the frontier of plain wind power technology
Whether early planning and design, or construction organization and management, and whether the overall technical level or the single-unit installed capacity, Neihuang Wind Power Project has taken the lead in the plain wind power industry, creating several No. 1s in CR Power and even China’s wind power industry.
Scientific planning and design. In order to save land resources and minimize land requisition, European-style transformers were designed at the beginning of the project planning to avoid separate land requisition for box transformers. The wind turbine is located close to the existing road to avoid occupying land due to the construction of new transportation roads. In the end, the wind farm with an installed capacity of 400,000 kilowatts covered only 120 mu, far lower than the mountain wind power in its class.
Efficient construction organization. The project has been constructed in accordance with the standards of "top-quality project, environment-friendly project and demonstration project". Within the scope of 400 square kilometers, 111 administrative villages have been coordinated and 56 construction units organized to realize the transfer and transportation of over 46,000 heavy-duty vehicles and to complete the civil engineering and installation of 200 wind turbines.
Cutting-edge technology. The project has the only low-speed wind turbine test base in China, which integrates the latest technological achievements of current domestic mainstream wind turbine manufacturers - 140-meter flexible double-fed, 120-meter steel mixed direct drive, 120-meter mixed tower double-fed equally-tall towers, large impellers, and new low-speed wind turbines, leading the development of plain wind power resources, promoting the progress of equipment manufacturing technology, and providing CR Power’s solutions for the development of low-speed plain wind power.
Significant environmental benefits. The project can generate 921.7 million kilowatt-hours of clean electricity every year. Compared with coal-fired power plants, it can save 300,000 tons of standard coal and reduce 63.73 million tons of pollutant gas and smoke emissions, playing a positive role in improving the regional energy structure, promoting energy conservation and emission reduction, and helping Beijing-Tianjin-Hebei corridor cities win the "battle of the prevention and control of air pollution ".
It is worth mentioning that every step of the planning and construction of Neihuang Wind Power Project reflects the attention and care of local governments at all levels. Relevant departments went to the project site many times to help solve the obstacles and difficulties in the process of the project, providing strong support for the smooth progress of the project.
Up to now, CR Power's installed wind power capacity in the country has exceeded 7 million kilowatts, continuing to lead the development of low-speed plain wind power. Looking ahead, CR Power will continue to increase its investment in clean energy, continuously crank up the proportion of installed clean energy capacity, and explore new "forbidden zones" for wind power development and construction so as to contribute to the transformation of China's energy structure.
