Confronted with the highly tight coal supply situation, managers from various regions of China Resources Power rushed to major coal provinces to communicate and coordinate with multiple parties to find sources of coal that could be purchased. All subsidiaries make efforts to increase the realization rate of purchasing coal at a long-term price, actively procure market coal to bridge the gap, keep in mind the bigger picture of energy supply conditions, and demonstrate its responsibilities as a central SOE.

At the end of September, the Chenzhou Company opened up the channel of "Highway to Railway" for Shaanxi Coal; On October 9, Jinneng Holding Group's first ship to guarantee the Northeast thermal coal supply, the "Fuchengshan Wheel," arrived at Jinzhou Port without incident. During National Day, Jinneng Holding Group employees forego vacation time to allow production, transportation, and sales frontiers to operate 24 hours a day. Since late September, the Northeast Power Grid has implemented a series of initiatives to promote orderly energy consumption. To ensure the grid's safety and close the gap between supply and demand, the Shenyang Company and the Jinzhou Company in the Northeast Region adjusted their maintenance plans. They worked continuously to achieve their goals, where Shenyang Company's Unit 3 and Jinzhou Company's Unit 1 were connected to the grid at peak hours on September 30 and October 1, respectively. China Energy Investment Corporation (China Energy) has been providing full guarantee to the coal supply of the three Cangzhou plants of China Resources Power since October, and implemented a supply assurance plan for China Resources Power in Hubei during the National Day holiday, which has helped China Resources Power overcome various difficulties such as tight schedule, limited resources and narrow shipping window and load 100,000 tons of LTA resources in seven days. China National Coal Group Corporation ("China Coal Group") has showed the stance to embrace its responsibilities as a central SOE in the work of China Resources Power to ensure power supply for Northeast China, and signed two batches of coal contracts with the Northeast Region to fill the gap of coal consumption for winter heating in the Region. Jinneng Holding Group has undertaken the task of ensuring the winter supply in 14 provinces and cities from Shanxi, and signed a supplementary long term agreement with the Northeast Region of China Resources Power. It has opened the first direct railroad coal supply to guarantee the winter coal consumption in Northeast China, while providing supply support for the East China Region and Caofeidian Power Plant. Inner Mongolia Yitai Group has undertaken the task of ensuring the supply of 18 provinces and cities from the Inner Mongolia Autonomous Region, working with the Northeast Region of China Resources Power at the first time possible, and providing direct coal supply to meet the urgent needs. It has signed coal supply contracts with the East China Region of China Resources Power to effectively solve the problem of low inventory in Jiangsu Region. In addition, relevant coal enterprises across China has also given full support to China Resources Power, and the family of power and coal companies have managed to overcome the challenges side by side and ensure a stable and safe energy supply.

At the same time, financial companies have also given full support and help to China Resources Power. For example, the three thermal power companies under the Central China Region of China Resources Power have recently gained 14 credit supply banks, including Bank of China, Postal Savings Bank of China, Agricultural Bank of China, Minsheng Bank, and China Development Bank, etc., which can help effectively prevent capital risks and provide sufficient financial security for the energy supply.

Strong Enforcement of the Safe and Efficient Operation of Equipment

All units of China Resources Power has done a good job in equipment inspection and maintenance, with a scientific and efficient control over the healthy condition of the equipment units and quick response to eliminate defects in time, thus firmly guarding the bottom line for safety.

The Guangzhou Company of China Resources Power used the 10 days' holiday around the National Day to complete 170 maintenance projects and eliminate 52 defects that had caused shutdowns or suspensions; The Chenzhou Company successfully started the Liyujiang Power Plant to flexibly supply power in Hunan and completed the overhaul of Unit 2 of Hunan Power Plant in mid-October ahead of schedule; The Zhejiang Company has continued to resolve the coking problems of boiler water-cooled walls by cleaning cokes through various means such as manual removal, wind-pick breaking, and blasting, etc., so as to eliminate production safety hazards and constantly improve the capability of continuous and stable power supply.

During the National Day holiday, the staff of the Jiaozuo Company gave up their vacations and joined in the combat against the challenges of ensuring coal supply. They unloaded 5 trains of coal on average daily for four days before the holiday, with the coal intake as high as 22,000 tons which was the highest level since the establishment of the plant, and the inventory increased rapidly. In response to the challenge of typhoon "Kompasu" on October 12-13, the relevant units of China Resources Power actively and successfully put in place various emergency preparations for typhoon and flooding prevention to ensure the stable operation of the system's equipment and the personal safety of the employees, and successfully completed the task of ensuring energy supply.

The Xuzhou Thermal Power Head Office has been planning ahead, with the supply of natural gas locked in, and has been carrying out early "health checks" on heating units and pipe networks to fully eliminate defects and hidden hazards; The Cangzhou Thermal Power Company took the initiative to communicate with residents and worked overtime on holidays, and successfully completed the installation of nearly 2,000 room temperature collectors on October 13, which would provide strong support to ensure winter heating supply management; Employees of the Dengkou Power Plant have been divided into specific tasks, and they have taken fast actions to make adequate preparations for the smooth start of the heating system; The Panjin Company has organized and set up two repair teams for heating sources and heating networks, and done a good job with the guarantee plan of supplies, materials, tools, communication, transportation and public opinions, so as to resolutely avoid serious adverse events such as coal shortage or machine shutdown at critical moments and effectively ensure that people would stay warm through the winter.
