CR Power participates in the Mobilization Meeting for the Acceleration of Ultra-Low Emission and the Energy-Efficient Transformation of Coal-Fired Power Plants in China

On January 15, the National Development and Reform Commission (“NDRC”), the National Energy Administration and the Ministry of Environmental Protection of the PRC organized and convened at the Mobilization Meeting for the Acceleration of Ultra-Low Emission and the Energy-Efficient Transformation of Coal-Fired Power Plants in China. Relevant representatives of the EHS Department and the Thermal Power Business Unit of China Resources Power Holdings Co., Ltd. participated in this meeting.

To implement the findings of the 114th executive meeting of the State Council, fully conduct ultra-low emission and energy-efficient transformation for coal-fired power plants, further improve efficiency and clean development of coal-fired power and promote clean and efficient utilization of coal, the National Energy Administration, NDRC and the Ministry of Environmental Protection of the PRC jointly convened this meeting. At the meeting, Nur Bekri, Deputy Director of NDRC and Director of National Energy Administration, and Chen Jining, Minister of Environmental Protection, successively made deployments for the acceleration of ultra-low emission and the energy-efficient transformation for coal-fired power plants.

At the meeting, it was stressed that, by 2020, all of China’s coal-fired power plants that are qualified for such transformation would achieve ultra-low emission (i.e., concentrations of fly ash emission, SO2 and NOX, must not exceed 10mg/m3, 35mg/m3 and 50mg/m3 when the reference oxygen content accounts for 6%). All newly-established coal-fired power units in China that are qualified would reach ultra-low emission levels. Efforts shall be made to accelerate the transformation of coal-fired power units on active service to achieve ultra-low emission. The ultra-low emission transformation tasks should be fully completed by 2020, as originally planned, in the Eastern Region in 2017. The requirements for the Eastern Region shall be gradually extended to all qualified regions in China. Efforts shall be made to complete the essentials of the task in the Central Region by 2018, and the task shall be completed as far as possible in the Western Region by 2020. In principle, the newly-established coal-fired power projects in China shall use ultra-supercritical power units with a capacity of 600MW or above, and an average coal consumption for power supply of less than 300g standard coal/kWh (hereinafter referred to as “g/kWh”). By 2020, the coal-fired power units on active service must achieve average coal consumption for power supply of less than 310g/kWh after the transformation.

CR Power has taken on the responsibility to supply green energy and actively fulfill its social responsibility. The company will implement the intentions of this meeting, make active deployments, accelerate the transformation to ultra-low emission and energy-efficient coal-fired power units. It shall increase its investment in energy-efficiency and emission reduction, in order to ensure the completion of the transformation tasks. So far, the company has completed transformation to ultra-low emission in 24 units with an installed capacity of 12,680MW, accounting for 35.80% of the total installed capacity. In 2016, the company plans to complete transformation to ultra-low emission in 23 more units and transform 20 units to become energy-efficient and reduce their total consumption. As such, the company will practically fulfill its social responsibility, and make its contribution to sustainable development.
